The website still needs network requests for code and services, and it can report processing failures. Loading time and conversion time depend on your connection, browser and photo.

Check the JPG size before submitting an iPhone photo

Converting HEIC to JPG does not target a smaller number of bytes. The output may be larger than the source, even though the pixel dimensions match. Check the saved file size instead of assuming that changing its format meets an attachment limit.
