Yes. The rounded outline clips pixels outside its curve. Keep rounding at its minimum to retain corner details, or use a smaller curve and check the subject’s edges before saving.

Usually not for a rectangular photo. Adding the same number of pixels to both dimensions changes their ratio, even though the photo inside is not stretched. A square stays square. The default canvas setting means no extra shape padding, not a locked original aspect ratio.
